Most of the time, if you wash your potatoes properly, you should not have to peel them as well. The best past of roasted potatoes is the crunchy skin on the outside, so unless they’re very dirty and you just can’t seem to get them clean, don’t peel.

New potatoes are very small, delicate potatoes, and they have a very thin skin. If you wash them too hard the skin will actually come off, but it’s so thin that you should leave it on as well.

Mashed Potatoes
Depending on what type, or types, of potatoes you’re using, will dictate if you should peel or not. For example, if you are using russets, peel them because they have a really thick skin that can get in the way of a creamy mash. But, if you are using red skin potatoes, leave them on because they are thinner.
